About this skill

Policy Implications (er-policy-implication)

When to Trigger

  • The policy suggestions at the end of the paper consist only of "the government should pay attention"
  • The policy suggestions are too "operationalized", reading like something written for a policy report rather than an academic paper
  • Reviewers point out that "the policy implications are too thin"

Core Differences from 《管理世界》

Dimension 经济研究 管理世界
Wording "policy implications", "policy significance", "implications for..." "policy recommendations", "countermeasure recommendations"
Level Institutional level, macro level, principle level Departmental level, execution level, operational level
Length 1–2 paragraphs, integrated with theory 3–5 items, layered and actionable
Ending Echoes the theoretical contribution Tied to empirical evidence

The Policy Implications of 《经济研究》They are not a memo to the government, but ratherthe institutional significance of the research conclusions。

Structure

Three-part structure (recommended)

Single-paragraph structure (if the paper is more theoretical)

本文的研究对理解中国[领域]的[现象 / 制度]提供了新的证据。
本文发现……,这一结果意味着[制度意义],对[相关理论 / 政策]具有……启示。

The four-step derivation chain of "evidence → implication"

When reviewers of 《经济研究》 judge whether policy implications are "thin", what they look at iswhether every sentence of implication can be traced back to a specific table or coefficient in the main text. Before writing, first build the chain according to the four steps:

  1. Lock in the evidence: Select the 2–3 strongest results in the entire paper (baseline coefficient, mechanism evidence, heterogeneity in a certain dimension), and start the policy implications only from these places without starting a new line of argument.
  2. Translate into an economic proposition: Translate "the coefficient is 0.04 and significant" into "the transmission of channel X does indeed exist / constraint Y is indeed at work".
  3. Elevate to the institutional level: Ask "what does this proposition mean for institutional design"—does it support the direction of a certain reform, or does it suggest that a certain type of policy has overlooked costs?
  4. Return to the Chinese context to conclude: Use one sentence to link the implication to the current reform agenda or the main axis of the topic (such as common prosperity, the digital economy, dual carbon, central-local fiscal relations), butdo not name a specific ministry or commission, and do not open a policy checklist。

If any of the four steps breaks, readers will feel that the implication is "pasted on".

Mini comparison (before revision / after revision)

❌ Before revision: "This paper suggests that the government should attach great importance to the role of tax administration, further strengthen the building of tax administration capacity, and improve related supporting systems."

✅ After revision: "This paper finds that the promoting effect of strengthened tax administration on firms' total factor productivity is concentrated in private firms with stronger financing constraints, which suggests that the significance of digitalized tax administration goes beyond organizing fiscal revenue—it also improves factor allocation by compressing tax avoidance space. When advancing tax system reform, tax administration capacity should be regarded as an institutional variable affecting the efficiency of resource allocation, rather than merely a revenue tool."

Every phrase in the revised version has a source: the mechanism comes from the heterogeneity table, the institutional judgment comes from the baseline results, and the conclusion lands on the theoretical concern of "factor allocation efficiency".

High-frequency review criticisms and responses

Review criticism (paraphrased) Cause Response
"The policy implications are disconnected from the empirical conclusions" Implied channels that are written but not tested in the main text Delete sentences with no supporting evidence, or downgrade them to "worthy of future research"
"Policy implications are too broad; any paper could write them" Does not use this paper's heterogeneity / mechanisms Write "for whom it is more effective and under what conditions" into the implications
"The conclusion reads like a policy report" Itemized "countermeasure recommendations" appear Pull back to the 1–2 paragraph "implications / insights" style and delete the action checklist
"Does not discuss the boundaries of applicability of the conclusions" Only discusses benefits, not costs and external validity Add one sentence on sample scope, time period, and extrapolation limitations

Must-check list

  • Policy implications are closely tied to this paper's empirical evidence / theoretical contribution, and every sentence can be traced back to a table
  • No empty phrases such as "the government should strengthen / attach importance to / pay attention to"
  • Not overly specific to the point of "recommend that the Ministry of Finance issue document XX" — that is the style of Management World
  • Echoes the "theoretical significance" paragraph in the introduction
  • Uses at least one piece of heterogeneity / mechanism evidence to explain "for whom and under what conditions"
  • Has one honest sentence on applicability boundaries (sample, time period, extrapolation limitations)
  • Connects to one of the journal's main themes in recent years, but does not name specific departments or documents

Anti-patterns

  • Writing policy implications as an extension of the "Government Work Report" — this is taboo for Economic Research
  • Implications are unrelated to this paper's research (writes about ESG investment but discusses employee stock ownership in the insights)
  • China is mentioned only at the end — the China problem consciousness should run through the whole paper
  • "This paper is the first to..." — this is not a policy implication; this is a contribution
