When to use
- The abstract is written as a clichéd passage of the "is of great significance to research on..." type
- The abstract does not mention the research question, method, or core findings
- The Chinese and English abstracts are not semantically aligned
- Before submission, you find that the abstract does not show what the article actually did
Four-part method for the Chinese abstract
Whether quantitative or qualitative, a public administration abstract should clearly state four things (for the specific word count, refer to the official website's "Instructions for Authors"; a fixed value is not required):
| Part | Task |
|---|---|
| Sentence 1 | Research question and background: state the real-world governance problem + research question in one sentence |
| Sentence 2 | Theoretical framework and method: what public administration theory it is attached to and what design is used (survey / administrative data / case study / comparison / normative) |
| Sentences 3–4 | Core findings: what was found (with direction / conditions) + through what mechanism / process |
| Sentence 5 | Contribution and implications: theoretical contribution + implications for governance practice (substantiated, do not merely shout that it is "significant") |
Example (quantitative)
Digital technology is profoundly reshaping grassroots governance, but whether top-down digital assessment has instead increased the burden on the grassroots still lacks empirical testing. Taking policy implementation and attention allocation theory as its framework, and based on questionnaire and government platform data from Y subdistricts in X province, this paper uses a multilevel model to examine the impact of the intensity of digital assessment on the formalistic burden at the grassroots level. The study finds that the higher the intensity of digital assessment, the heavier the formalistic burden at the grassroots level; this effect is mainly realized by crowding out frontline service attention, and is more pronounced in areas with weaker fiscal capacity and stronger local-level add-ons. This paper reveals the "burden effect" of digital governance and its generative mechanism, providing a basis for optimizing grassroots digital assessment with burden reduction as the orientation.
Example (qualitative)
Why does the same grassroots burden-reduction policy have markedly different implementation effects in different regions? Based on street-level bureaucracy and policy implementation theory, this paper conducts a comparative case study of three districts and counties, reconstructing the implementation process through multi-source materials including policy documents, semi-structured interviews, and field observations. The study finds that implementation effects depend on the combination of superior assessment pressure and grassroots discretionary space: when both documentation-based assessment and discretionary space are high, burden reduction easily degenerates into the "formalism of burden reduction." This paper proposes a conditional-combination explanation of implementation contexts, offering implications for advancing grassroots burden reduction in a differentiated manner.
English abstract
The English abstract is not a sentence-by-sentence translation of the Chinese; organize it according to the conventions of international public administration journals:
- Question & context(1–2 sentences)
- Theory frame & method(1 sentence, stating PA theory + design)
- Main findings(2–3 sentences; for quantitative work give quantitative results, for qualitative work give conditions / mechanisms)
- Contribution(1 sentence, placed at the end, avoid ending with "this study has important implications")
Self-check list
- States the core research question in one sentence
- Explains the public administration theoretical framework and research design
- Core findings givedirection / conditions + mechanism(not just the four words "significant impact")
- Reflects theoretical contribution (not merely listing findings)
- Chinese and English abstracts are semantically aligned
- Word count meets the official website's requirements for the year
Anti-patterns (blacklist phrases)
- ❌ "This article has important theoretical value and practical significance"
- ❌ "Provides a new perspective for XX governance"
- ❌ "Has important reference value for advancing the modernization of national governance"
- ❌ "This article enriches research in the relevant field"
- ❌ "This study helps deepen the understanding of XX"
Any sentence that, once deleted, does not reduce the abstract's information content must be deleted.
Anchor to this journal's expectations for abstract review
Chinese Public Administration is sponsored by the Chinese Public Administration Society and is a top-tier authoritative CSSCI journal in public administration. When reviewers scan an abstract, they check off each item in the table below; if any column is missing, the manuscript may be rejected at initial review for "no discernible contribution." This journal prefers topics such as government governance and reform, digital government, emergency management, grassroots governance, and public policy evaluation. The abstract must make both real-world governance problems and public administration theory visible at the same time.
| Review dimension | Meets standard | Common rejection signals |
|---|---|---|
| Visibility of the governance problem | The first sentence immediately identifies China's current governance pain point | Entirely abstract; impossible to tell which type of government practice is studied |
| Theoretical anchor | A clear public administration theory label appears in the abstract (implementation / attention / central-local / accountability) | Only a vague mention of "based on relevant theories" |
| Specificity of findings | Quantitative studies give direction and magnitude; qualitative studies give combinations of conditions | Only "significantly affects" or "the effect is good" |
| Landing point of countermeasures | Implications can be traced back to this article's findings | Ends with "advancing the modernization of national governance" |
This journal publishes both quantitative empirical work (DID / IV / PSM) and normative research and case studies; the methods sentence in the abstract should let reviewers see at a glance which path it belongs to, and should not be written as a template that fits all contexts. The specific word count and section placement are subject to the editorial department's latest manuscript guidelines.
Mini walkthrough example (fictional manuscript · illustrative numbers)
Use a fictional manuscript on "the impact of the streamlining administration, delegating power, and improving services reform on enterprise vitality" to walk through the four-sentence method. The following numbers are all illustrative; they only demonstrate the abstract skeleton and do not represent real estimates.
Walkthrough conclusion: the methods sentence anchors to the DID evaluation path recognized by this journal; the findings sentence provides direction, magnitude, mechanism, and conditions, all four complete; the implications sentence can be traced back to the mechanism—the four-sentence method is implemented item by item.
Reviewer follow-up questions and revision methods in this journal's context
- Follow-up question: "The abstract does not show that this is public administration research" → Embed a public administration theory label and governance context in the second sentence, rather than writing only the econometric method.
- Follow-up question: "The findings are too general" → Change "significantly affects" into one sentence with direction / magnitude (quantitative) or a combination of conditions (qualitative).
- Follow-up question: "The implications are boilerplate" → Use
cpa-policy-implication's "finding → mechanism → suggestion" chain to compress it into one sentence, tied back to this article's evidence.
