Purpose

Double materiality is the anchor of every CSRD report. Topics identified as material trigger the detailed reporting obligation under the topical ESRS (E1–E5, S1–S4, G1). A flawed materiality analysis makes the entire report vulnerable — and leads to audit restrictions.

⚠️ Currency (as of 2026-05-21): On 26.02.2025 the European Commission proposed the "Omnibus I" simplification package , including a "stop-the-clock" initiative, which postpones first-time application for Wave 2 and Wave 3 companies by two years to 2028 2028. In November 2024 , the Commission additionally announced that it would merge the CSRD, CSDDD and EU Taxonomy into a single regulation. In November 2025 , the EU Parliament adopted amendments with a conservative majority. The final status of the thresholds and application dates must therefore be checked on a daily basis before every mandate decision (EUR-Lex + EFRAG).

Inputs

  • Business model, value chain (upstream + downstream)
  • Industry and geographic activity
  • Existing stakeholder surveys
  • Risk management output (for Financial Materiality)
  • Result of the previous materiality analysis (continuity principle)
  • LkSG risk analysis (interface)

Process

1. Concept of double materiality (ESRS 1 § 25)

A topic is material if at least one of the two perspectives captures it:

  • Impact Materiality (§§ 27–43) — the company has actual or potential, positive or negative, short- or long-term impacts on people or the environment along its own activities and the value chain.
  • Financial Materiality (§§ 44–53) — sustainability topics can lead to risks or opportunities that affect the financial position, performance, cash flows, access to financing or cost of capital.

2. Universal topics from the ESRS standards

Initial list of topics to be assessed from the topical ESRS:

Cluster ESRS Topic
E – Environment ESRS E1 Climate change
ESRS E2 Pollution
ESRS E3 Water and marine resources
ESRS E4 Biodiversity and ecosystems
ESRS E5 Resource use and circular economy
S – Social ESRS S1 Own workforce
ESRS S2 Workers in the value chain
ESRS S3 Affected communities
ESRS S4 Consumers and end users
G – Governance ESRS G1 Business conduct

3. Thresholds and assessment

  • Threshold = point at which a topic is "material". Determination by the company, with justification.
  • Impact: severity × (scope + scope + reversibility) × likelihood (for potential impacts).
  • Financial: magnitude × likelihood × time horizon.

4. Stakeholder engagement (ESRS 1 § 24)

  • Actual stakeholders (own workforce, suppliers, customers, investors, communities)
  • Silent stakeholders for environmental topics (nature, future generations)
  • Methods: survey, workshop, NGO consultation, data provider analysis

5. Interlinkage with other obligations

  • EU Taxonomy (Regulation (EU) 2020/852) — taxonomy-eligible and taxonomy-aligned activities/turnover shares
  • LkSG / CSDDD — risk analysis outputs are inputs of the materiality assessment
  • NFRD (previous reports) — continuity of reporting
  • EU Climate Law and the Paris Agreement — target reference

6. Documentation

  • Describe the methodology in writing (ESRS 1 § 53)
  • Assessment matrix with scales
  • Stakeholder list
  • Results table with justification per topic
  • References in the report (management report / sustainability report)

7. Assurance

  • Limited assurance by independent auditors from first application
  • Transition to Reasonable assurance planned (European Commission roadmap)

Risks / typical errors

  • Impact assessment only — financial materiality forgotten or not documented.
  • Threshold without justification — audit finding likely.
  • Value chain too narrow — downstream topics underestimated, esp. S4 (consumers).
  • Stakeholders not involved — violates ESRS 1 § 24.
  • Continuity breached — change in methodology without justification compared with previous year.
  • LkSG outputs ignored — interface unused; duplicated work.
