Creates an extension scaffold: Configuration.xml, Languages/Русский.xml, optionally Roles/.
Preparation
Before creating an extension, it is recommended to obtain the version and compatibility mode of the base configuration:
/cf-info <ConfigPath> -Mode brief
This will provide CompatibilityMode (pass to -CompatibilityMode) and the configuration version (for -Version, for example <ВерсияКонфигурации>.1).
