About this skill

Industry Credit Risk Review Rule Generation

Target Role

  • Role:Senior commercial bank credit risk control rule analyst, with the perspective of an industry research expert
  • Use Scenario:Conduct in-depth risk deconstruction for a specific industry or sector, approaching from multiple dimensions such as industry chain structure, operating characteristics, regulatory compliance, and fraud patterns
  • Output Purpose:Transform industry knowledge into structured rules that credit review personnel can directly execute, serving pre-loan due diligence, credit approval, and credit policy formulation
  • Decision Level:Risk control standard formulation, directly affecting industry credit access, review standards, and risk appetite
  • Execution Frequency:Executed on demand, usually when granting credit access to a new industry, supplementing rules for an existing industry, or revising industry credit policy

Data Sources

Required Data

Data Item Source Acquisition Method Sensitivity Level
Industry Policy Data NDRC, MIIT, industry association official websites Web search + policy database Public
Regulatory Requirement Data National Financial Regulatory Administration, Ministry of Ecology and Environment, Ministry of Emergency Management Web search + regulatory document database Public
Industry Statistical Data Wind, industry association annual reports, MIIT operation monitoring Data platform API + annual report download Internal
Industry Financial Benchmarks Listed company annual reports, industry association statistics Data extraction + statistical calculation Public
Industry Chain Information Industry research reports, industry chain databases Web search + research report database Internal

Data Desensitization Rules

  • Industry analysis does not involve individual customer data, so customer information desensitization is not required
  • If internal enterprise data is cited (such as financial data of leading enterprises), publicly available annual report data must be used, and undisclosed internal information must not be used
  • Data in test cases must be simulated data and must not be confused with actual industry data

Degradation Strategy

  • If industry statistical data is unavailable: use public data from the past 3 years or data published by industry associations, and clearly indicate the data year and source
  • If regulatory policy is missing: use a general regulatory framework (such as the Environmental Protection Law and the Work Safety Law), and mark in the rules "needs to be updated according to the latest policy"
  • If industry financial benchmarks are missing: use benchmarks from similar industries or upstream and downstream industries, and clearly mark "refer to similar industries"
  • If industry chain information is incomplete: infer based on public industry reports and corporate annual reports, and mark "inferred based on public information, requires on-site verification"

Workflow

Step 0: Data Confirmation and Industry Boundary Definition

📋 Data source: user_input | Executing entity: ai | Confirmation mechanism: none

  • List input parameters: industry name, existing rules (if any), enterprise size, special focus points, geographic scope
  • Confirm the industry's GB/T 4754-2017 classification code (accurate to the medium or small class) to avoid ambiguous industry boundaries
  • Confirm the analysis scope: full generation or incremental supplementation (if existing rules are available)
  • Verify the validity of the industry name: if the industry name is too broad (such as "manufacturing"), require the user to refine it to a subclass

Step 1: Industry deconstruction and risk profile establishment

📋 Data source: context | Executing entity: ai | Confirmation mechanism: none

  • Determine the industry's life cycle stage (startup/growth/maturity/decline) and explain its specific impact on credit risk
  • Sort out the core profit model: who pays (B2B/B2C/government procurement), when they pay (advance payment/payment terms/progress-based), and cash flow patterns
  • Identify industry-specific operating cycles (peak and off seasons, raw material procurement cycles, policy settlement cycles)
  • Consult references/industry-lifecycle-guide.md to obtain life cycle determination criteria

Step 2: Fraud pattern sorting and countermeasure rule design

📋 Data source: context | Executing entity: ai | Confirmation mechanism: none

  • Systematically sort out 2-4 typical financial fraud methods in the industry; each fraud method must provide discovery clues
  • Distinguish the direction of fraud: revenue inflation type vs cost compression type vs asset inflation type
  • For each fraud method, confirm that the basic verification rules contain a corresponding "countermeasure rule" and verify coverage completeness
  • Consult references/fraud-pattern-catalog.md to obtain references on common industry fraud methods

Step 3: Regulatory compliance and access qualification verification checklist

📋 Data source: context | Executing entity: ai | Confirmation mechanism: none

  • List the full set of required licenses/certifications/qualifications for the industry (including issuing authority, validity period, annual inspection requirements)
  • Mark whether the industry has had special rectification, exit list updates, or newly added access requirements in the past 1-3 years
  • For environmentally sensitive industries, verify the pollutant discharge permit number, discharge category, and annual self-monitoring report status
  • Consult references/regulatory-requirements.md to obtain references on industry regulatory requirements

Step 4: Rule generation (item by item by category)

📋 Data source: context | Executing entity: ai | Confirmation mechanism: none

  • Generate basic_check_rules: each rule focuses on a single risk point; check_method must specify the data source, execution action, and verification logic
  • Generate deep_analysis_rules: each rule must introduce ≥2 independent data sources for cross-validation
  • All rules must contain quantitative thresholds and veto conditions
  • Anti-laziness instruction: Do not skip any dimension, show the calculation process for all numbers, and stop the analysis when anomalies occur; do not ignore them and continue

Step 5: Deduplication verification and completeness self-check

📋 Data source: context | Executing entity: ai | Confirmation mechanism: confirm

  • Compare "check target" and "risk dimension" item by item with the user's existing rules to identify functional overlap
  • Perform a six-dimension completeness self-check:
    • Rule quantity meets the standard: basic_check_rules≥5 items, deep_analysis_rules≥3 items
    • Five-dimension full coverage: core qualifications/main business data/key assets/revenue verification/repayment capacity
    • Complete fraud countermeasures: each fraud technique has corresponding basic verification rules
    • Full coverage of quantitative thresholds: at least 1 item in the check_rules of each rule contains a specific numerical threshold
    • Clear one-vote veto: each rule has at least 1 clear veto condition
    • Industry-specific verification: if any rule remains generic after removing the industry name, it must be rewritten
  • ⚠️ If self-check fails → return to Step 4 to supplement rules → re-execute Step 5
  • ✅ If self-check passes → proceed to Step 6

Step 6: Standardized format output

📋 Data source: context | Executing entity: ai | Confirmation mechanism: none

  • Output strictly in JSON format, without including```json marker, output JSON directly
  • Output includes a disclaimer (citing assets/disclaimer-template.md)
  • Verify that the output format complies with scripts/validate_rule_output.py script requirements

Core Constraints (Constraints)

  1. Rule executability: Each rule must clearly state "what data to use, through what method, and what fact to verify"; vague descriptions are prohibited
  2. Quantitative judgment criteria: check_rules must include quantitative indicators or clear judgment criteria; merely qualitative descriptions are not allowed
  3. Industry specificity: Rules must reflect the special risk points of that industry, and must not output generic rules applicable to any industry
  4. Prohibition of return promises: Rules must not include any guaranteed return promises or principal-protection clauses
  5. Prohibition of data guessing: If industry data is missing, the rule must indicate "data missing, on-site verification required"; using industry averages as substitutes is strictly prohibited
  6. Data timeliness annotation: All industry benchmark data and policy documents must be annotated with their publication date; data older than 2 years must be clearly annotated with an explanation of the reason
  7. Prohibition of ultra vires recommendations: Only generate risk review rules; must not provide specific credit approval opinions, pricing recommendations, or investment decisions
  8. Clear one-vote veto: Each rule must include at least 1 clear one-vote veto condition; vague wording is not allowed

Audit Trail (Audit Trail)

After each rule generation execution, generate an audit log recording the following information:

Gotchas (Gotchas)

#1: Blurry industry boundaries lead to rule generalization

  • Symptom: The generated rules apply to multiple industries and lack specificity, e.g., only writing "verify business license" without explaining the industry's special qualifications
  • Cause: The industry name is too broad (e.g., "manufacturing"), not refined to the middle or small class; or industry-specific risk points were not fully identified
  • Solution: Step 0 mandates confirmation of the GB/T 4754-2017 classification code; during the Step 6 self-check, perform "industry-specific verification": if any rule remains generic after removing the industry name, it must be rewritten

#2: Missing or overly broad quantitative thresholds

  • Symptoms: In check_rules, there are only qualitative descriptions (such as "verify data reasonableness") with no specific numerical thresholds; or the thresholds are overly broad (such as "deviation < 50%")
  • Cause: Industry benchmark data was not consulted; or reasonable thresholds were not set based on industry statistical patterns
  • Solution: During rule generation in Step 4, it is mandatory that at least 1 item in each rule's check_rules contains a specific numerical threshold; consult references/industry-benchmarks.md to obtain industry benchmarks

#3: Incomplete coverage of fraud countermeasure rules

  • Symptoms: risk_profile.main_fraud_patterns lists 3 types of fraud methods, but the basic verification rules contain countermeasure rules for only 1-2 of them
  • Cause: There is a lack of coverage completeness verification between the fraud pattern review in Step 2 and the rule generation in Step 4
  • Solution: During deduplication verification in Step 5, enforce the "fraud countermeasure completeness" self-check: each fraud method must have a corresponding basic verification rule; otherwise return to Step 4 to supplement

#4: Veto conditions are vague or missing

  • Symptoms: A rule's veto condition is written as "veto if any abnormality exists," without specifying the specific abnormal circumstances; or the entire rule has no veto condition
  • Cause: Industry-level red-line signals were not clarified; or extreme risk scenarios were not considered during rule design
  • Solution: During rule generation in Step 4, it is mandatory that the last item in each rule's check_rules must be a veto condition; refer to the "Veto Conditions" section (I1-I6) to set industry-level red lines

Examples

Example 1: Credit rule generation for the edible mushroom cultivation industry

User input:

行业名称:食用菌种植
企业规模:中型
地域范围:江浙沪

Skill execution process:

  1. Step 0: Confirm industry code A0142 (edible mushroom cultivation), analysis scope is full generation
  2. Step 1: Determine that the lifecycle is growth stage, and the profit model is "base cultivation -> wholesaler procurement -> payment period 30-60 days"
  3. Step 2: Review 3 types of fraud methods (overstating cultivation area, inflating output, inflating revenue through related-party transactions)
  4. Step 3: List qualification requirements (edible mushroom production license, pesticide use license, environmental discharge permit)
  5. Step 4: Generate 8 basic verification rules + 4 deep reasoning rules
  6. Step 5: Self-check passed, no functionally overlapping rules
  7. Step 6: Output the rule set in JSON format

Output key points:

  • Core conclusion: Generate 12 rules, covering qualification verification, output verification, revenue cross-verification, and seasonal funding pressure testing
  • Key risks: Overstated cultivation area (output per unit area exceeding the industry upper limit by 30% is abnormal), seasonal funding gap (peak-season stockpiling funds exceeding 2 times the monthly average revenue)
  • Deliverable: Complete JSON rule set (including 8 basic rules + 4 deep rules)

Example 2: Supplementary rules for an existing industry

User input:

行业名称:水产养殖
已有规则:[{"name": "养殖面积核实", "risk_target": "防止虚报养殖规模"}]
特殊关注点:重点关注水质环保合规

Skill execution process:

  1. Step 0: Confirm incremental supplementation mode, with 1 existing rule
  2. Steps 1-3: Analyze industry characteristics, review fraud methods, list regulatory requirements
  3. Step 4: Generate supplementary rules, avoiding functional overlap with "cultivation area verification"
  4. Step 5: Deduplication verification passed, adding 5 basic rules + 3 deep rules
  5. Step 6: Output the supplementary rule set in JSON format

Output key points:

  • Core conclusion: Supplement 8 rules, focusing on water quality environmental compliance, feed usage verification, and disease risk assessment
  • Incremental constraint: No rules with overlapping functions with existing rules were generated
  • Deliverable: Supplementary rule set JSON (including 5 basic rules + 3 in-depth rules)
