Before the credit review process starts, perform completeness verification and basic information validity verification on the credit application materials submitted by the customer to ensure the case meets the minimum intake standards.
Execution Workflow
Interaction Mode: Mode A - Report Generation
When the user requests a check of credit application case intake materials, execute according to the following workflow:
Step 0: Data Confirmation and Verification (read first, then write)
- Confirm customer identity: extract customer name or ID
- Confirm case number: extract case number
- Confirm target product: extract product name or code
- Check required fields: customer name, case number, target product, application amount, application material checklist
- Run verification script:
python scripts/validate_intake_check.py --check-customer --check-materials - If required fields are missing, output the missing checklist, require the user to supplement, and stop the subsequent workflow
- After verification passes, proceed to Step 1
📋 Data source:
user_upload📋 Executing entity:ai📋 Confirmation mechanism:none⚠️ Mandatory instruction: Do not skip the required field check; customer, case, and product information must be confirmed complete
Step 1: Customer Basic Information Validity Verification
Obtain the customer's basic information and compare its validity against official certificates. Integration prompt: map to your bank's customer information system (ECIF), business registration data interface, identity verification system, or equivalent data aggregation tools
- Extract customer basic information (10 fields): customer name, enterprise name, unified social credit code, legal representative, registered capital, date of establishment, industry, business address, contact information, actual controller information
- Verify item by item (against the Step 1 basic information verification table):
- Compare word by word with the business license (enterprise name, legal representative, registered capital, date of establishment, business address)
- Unified social credit code verification (18 digits, compliant with GB 32100 coding rules)
- ID card validity verification (18 digits, correct check code, not expired)
- Mark verification results (✅ pass/❌ fail) and severity (blocking/suggested supplement)
- Information consistency check: compare against business license/ID card; any inconsistency must be marked with the specific inconsistent item
📋 Data source:
system_api(ECIF system, business registration data interface, identity verification system) 📋 Executing entity:ai⚠️ Mandatory instruction: Do not skip the information consistency verification; enterprise names must be compared word by word (including parentheses, suffixes such as Co., Ltd., etc.)
Step 2: Application Material Completeness Check
Against the bank's credit material standards, check item by item whether the application materials exist and are valid.
- Extract the application material checklist and compare it against the material grading standards (three levels: required/suggested/supplementary):
- Required materials (6 items): credit application form, business license, legal representative's ID card, financial statements, credit authorization letter, articles of association
- Suggested materials (5 items): bank statements, tax payment certificates, proof of business premises, major contracts/orders, list of external guarantees
- Supplementary materials (5 items): industry qualifications/licenses, environmental protection/safety compliance certificates, high-tech enterprise certificate, patent/intellectual property list, upstream and downstream customer list
- Check the material status item by item (✅ submitted/❌ missing/⚠️ invalid)
- Verify material validity:
- The business license must be within its validity period, and annual inspection/annual report must be normal
- The ID card must be within its validity period, with both front and back sides complete
- For financial statements, give priority to audited annual statements (the past 2-3 years + the most recent period)
- The credit authorization letter must be a scanned copy of the original, with the authorization scope covering this credit extension and complete signatures and seals
- Mark the severity of missing items (blocking/supplement recommended/informational notice)
📋 Data source:
system_api(credit system image archive) 📋 Executing entity:ai⚠️ Mandatory instruction: "sufficient quantity of materials" must not be used in place of "content quality meeting the standard"; the substantive content must be checked
Step 3: Verification of the reasonableness of the application amount and purpose
Extract the key fields from the credit application and conduct a reasonableness and compliance review.
- Extract key fields: application amount, purpose description, term, repayment source
- Amount verification (4 items):
- Amount range: must be within the upper and lower limits specified by the product policy (blocking)
- Amount unit: must be RMB (yuan); foreign currency must be additionally explained (blocking)
- Amount precision: accurate to the yuan, with no ambiguity (blocking)
- Matching with revenue: application amount/annual revenue ≤ the upper limit in the product policy (supplement recommended)
- Purpose verification (4 items):
- Purpose not empty: it cannot be empty or written with vague descriptions such as "working capital" (blocking)
- Purpose compliance: must not be used for prohibited areas such as the stock market, real estate, wealth management products, or illegal fundraising (blocking, triggers I3 veto)
- Purpose matches the product: working capital loans must be used for business turnover, and fixed asset loans must be used for project construction (blocking)
- Repayment source: the primary repayment source and secondary repayment source must be specified (supplement recommended)
- Term verification (3 items):
- Term range: must be within the term allowed by the product policy (blocking)
- Matching with purpose: working capital loan terms are generally ≤1 year, and fixed asset loan terms match the project cycle (supplement recommended)
- Repayment plan: there must be an installment repayment plan or an explanation of one-time repayment at maturity (supplement recommended)
📋 Data source:
context(credit application) 📋 Executing entity:ai⚠️ Mandatory instruction: the purpose compliance check must not be skipped; it must be verified item by item against the prohibited areas list
Step 4: Veto condition check
Check the I1-I6 veto conditions; once triggered, terminate immediately and directly determine "entry prohibited."
- Check the veto conditions item by item (6 items):
- I1: The enterprise's business license has expired or been revoked, or the unified social credit code cannot be verified
- I2: The legal representative's ID card has expired or its authenticity cannot be verified
- I3: The fund purpose clearly points to prohibited areas (stock market, real estate speculation, wealth management products, illegal fundraising, gambling, etc.)
- I4: The credit authorization letter is missing or the authorization scope is insufficient, making it impossible to legally obtain the credit report
- I5: The enterprise has been included in the list of enterprises with abnormal operations or the list of seriously illegal and dishonest entities, and has not been removed
- I6: The application materials show obvious signs of forgery (such as abnormal seals, nonconforming document formats, or contradictory data)
- If any condition is triggered, immediately stop the subsequent process, output the conclusion "Prohibited from submission", and mark the triggering condition in red at the top of the report.
- If none are triggered, continue to Step 5.
📋 Data sources:
system_api(Business registration data interface, identity verification system, credit reporting system) 📋 Executing entity:ai📋 Confirmation mechanism:approve(High risk; triggering a veto requires manual confirmation) ⚠️ Gating step: if this step is not passed, the next step must not be entered.
- ✅ Not triggered → Proceed to Step 5
- ❌ Triggered I1-I6 → Stop immediately, output the conclusion "Prohibited from submission", and mark the triggering condition
Step 5: Generate the submission review report
Summarize the validation results of the five steps and output a structured report.
- Summarize validation results:
- Customer basic information validation (10 items)
- Application material completeness (6 required items + 5 recommended items + 5 supplementary items)
- Application amount and purpose validation (11 items)
- Veto condition check (6 items)
- Generate a summary of missing items and supplementary guidance (blocking items/recommended supplementary items/informational items)
- Calculate the submission conclusion:
- ⛔ Cannot be submitted: blocking items > 0 or a veto is triggered
- ⚠️ Can be submitted (supplement within a deadline): blocking items = 0 and recommended items > 0
- ✅ Materials complete: all passed
- Output a structured report (using the Output Format template)
📋 Data sources:
context(Validation results of Steps 1-4) 📋 Executing entity:ai⚠️ Mandatory instruction: Do not omit any validation item; all must be covered.
Constraints
Regulatory basis: "Measures for the Administration of Commercial Bank Loan Business" (CBRC Order No. 2 of 2010) — loan application and acceptance "Guidelines for Due Diligence in Commercial Bank Credit Granting" (Yin Jian Fa [2004] No. 51) — completeness requirements for credit application materials "Regulations on the Administration of the Credit Reporting Industry" — credit reporting inquiries must obtain written authorization Bank internal credit business operating procedures — specific submission material standards
- No downgrading of blocking-level items: Missing items marked as "blocking" must be fully supplemented before entering the review process; no exceptions may be granted.
- Information consistency: Customer basic information must be compared word by word with official certificates such as business licenses and identity documents; any inconsistency must be marked.
- Authorization compliance: The credit reporting authorization letter must be a scanned copy of the original; the authorization scope must cover this credit inquiry; copies/expired authorizations are invalid.
- Amount reasonableness: The application amount must be within the product policy range, and the purpose must be specific and clear (vague descriptions such as "working capital" must not be used).
- Timeliness: Certificates such as business licenses and identity cards must be within their validity period; for financial statements, audited annual statements shall be used preferentially.
- No skipping steps: Step 0 (data confirmation) and Step 4 (veto condition check) must not be skipped; the complete process must be executed.
- Mandatory enforcement of red lines: If any veto condition (I1-I6) is triggered, the subsequent process must be stopped immediately, the conclusion "Prohibited from submission" must be output, and it must not be ignored because "the customer has good qualifications".
Audit Trail
Each submission review must generate an audit log recording information such as the operator, steps, data sources, confirmation mechanism, and time spent.

Gotchas
#1: Lax information consistency verification leading to subsequent disputes
- Symptom: During intake inspection, there was a subtle discrepancy between the enterprise name and the business license (e.g., full-width vs. half-width parentheses, "有限公司" vs. "有限责任公司"), which was not detected and was later rejected during the approval stage.
- Cause: The verification only performed fuzzy matching and did not compare character by character.
- Solution: Step 1 must compare the enterprise name character by character (including parentheses, "有限公司", and other suffixes); any discrepancy must be flagged.
#2: Sufficient quantity of materials but substandard content quality
- Symptom: The client submitted "financial statements", but only provided 1 year of unaudited statements; intake inspection marked them as "submitted", and the subsequent review stage found that they could not meet the analysis requirements.
- Cause: Only the existence of the materials was checked, not the substantive content (number of years, audit status, report type).
- Solution: Step 2 must verify the validity of the materials (business license validity period, ID card validity period, financial statement years + audit status, scope of authorization in the credit authorization letter).
#3: Omission of use compliance check leading to non-compliant disbursement
- Symptom: The client's stated purpose of application was "investment"; intake inspection did not identify any abnormality, and it was later discovered that the funds actually flowed into the stock market.
- Cause: The prohibited fields checklist was not checked item by item; "investment" is a vague description, and the client was not required to specify the exact investment target.
- Solution: Step 3 must check use compliance; funds must not be used in prohibited fields such as the stock market, real estate, wealth management products, or illegal fundraising; the use description must not be a general description such as "working capital" and must be specific to the business scenario.
#4: One-vote veto triggered but process not terminated immediately
- Symptom: The business license had expired (I1 triggered), but intake inspection continued to execute subsequent steps and ultimately output "acceptable for intake (supplement within a deadline)", violating the one-vote veto rule.
- Cause: The Step 4 one-vote veto check was not set as a gating step, and it did not stop immediately upon triggering.
- Solution: Step 4 must be marked as a gating step; if any of conditions I1-I6 is triggered, immediately stop the subsequent process, output the conclusion "prohibited from intake", and mark the triggering condition in red at the top of the report.
Examples
Example 1: Intake inspection for a new client's first credit extension
User input:
帮我检查一下这个进件材料:客户XX机械制造有限公司,案件编号CASE-2026-001,申请流动资金贷款5000万元,已提交授信申请书、营业执照、法定代表人身份证、2024年经审计年报、征信授权书。
Skill execution flow:
- Step 0: Data confirmation → Extract client name, case number, product name, application amount, and material checklist (5 items)
- Step 1: Client basic information verification → 10 fields verified (✅ passed / ❌ failed)
- Step 2: Application material completeness check → 6 required materials, missing "Articles of Association" (❌ blocking)
- Step 3: Application amount and use verification → amount range check, use compliance check
- Step 4: One-vote veto conditions check → none of I1-I6 triggered (✅ passed)
- Step 5: Generate intake inspection report → blocking items = 1 (Articles of Association), conclusion: ⛔ not acceptable for intake
Output points:
- Core conclusion: missing required material "Articles of Association", not acceptable for intake
- Missing item: Articles of Association (blocking level, intake may proceed only after supplementation)
- Supplementary guidance: need the latest Articles of Association, including clauses on the authority of the shareholders' meeting/board of directors, and contact the client to request it
Example 2: Expired business license triggers a one-vote veto
User input:
检查进件:XX制造有限公司,CASE-2026-012,流动资金贷款5000万元,营业执照已过期,其他材料齐全。
Skill execution process:
- Step 0: Data confirmation → Extract customer name, case number, product name, application amount, and material list
- Step 1: Verification of basic customer information → Verification of enterprise name and unified social credit code
- Step 2: Check completeness of application materials → All 6 required materials have been submitted
- Step 3: Verification of application amount and purpose → Amount range check
- Step 4: Check one-vote veto conditions → I1 triggered (business license has expired), stop immediately
- Output the conclusion "application prohibited", and mark 【One-Vote Veto-I1】 in red at the top of the report
Output key points:
- Core conclusion: One-Vote Veto-I1 triggered (business license has expired), application prohibited
- Trigger condition: The enterprise's business license has expired
- Handling measure: The customer must first renew the business license and resubmit before the application can proceed
Non-functional scope (Out of Scope)
This Skill does not handle the following scenarios:
- Post-loan management: Risk monitoring after credit issuance, risk classification adjustment, and disposal of non-performing assets (please use the post-loan management related Skill)
- Credit approval decision: Substantive risk judgment, credit limit determination, and interest rate pricing (please use the credit-approval Skill)
- General compliance consultation without specific case background: Only asking "what materials are needed for application" but without specific customer and case information (please provide specific case information before calling again)
- Material authenticity verification: This Skill only conducts formal review (whether materials exist and are valid) and does not verify the authenticity of materials (authenticity verification is handled in the due diligence process)
- Ultra vires suggestions: This Skill only outputs material completeness check results and does not provide approval decision suggestions such as "recommend approval" or "recommend rejection"
If the user requests the above content, clearly inform them and suggest appropriate tools or contacting the credit approval department.
Quality requirements
- Accurate material classification: Each material must be correctly classified as required/recommended/supplementary, and must not be arbitrarily downgraded
- Full coverage of verification rules: 10 items of basic customer information + 6 required materials + 5 recommended materials + 5 supplementary materials + 11 amount and purpose items must all be covered
- One-vote veto prioritized: I1-I6 must be checked first in Step 4, and once triggered, terminate immediately
- Specific supplementary guidance: For each missing item, provide three-level guidance on "what is needed, why it is needed, and where to obtain it"
- Information consistency check: The enterprise name, legal representative, and unified social credit code must be compared word by word with official certificates and licenses
- Timeliness annotation: The validity periods of certificates and licenses such as business licenses and ID cards must be annotated in the report
- Do not fabricate data: For material statuses that cannot be obtained, mark them as "not obtained" and do not infer them as "submitted" or "missing"
- Version traceability: The application check report must be saved to the case file to support subsequent audit retrieval
Typical application scenarios
| Scenario | Check focus |
|---|---|
| First credit application for a new customer | Comprehensively cover all verification items, with focus on subject qualification and required materials |
| Additional credit application from existing customer | Focus on newly added materials (such as the latest financial statements and latest credit authorization); historical materials can be reused within their validity period |
| Self-service application via online channel | Primarily automated verification, with focus on checking the accuracy of ID card OCR recognition and the completeness of signatures on the authorization letter |
| Re-verification after materials are completed | Only verify the items missing last time, confirm the validity of the supplementary materials, and generate a re-verification report |
| Cross-product conversion application | Re-verify the mandatory materials specific to the new product (such as the project approval for a fixed asset loan) |
Input Parameter Description
| Parameter | Level | Description |
